Cheif legislator role and function in congress...can u suggest a site?

ok, i know the function of basic functions of the president as cheif legislator, he can reccomend bills and he has the power to veto, etc. etc. but i need a very detailed explanation and i can't find one anywhere, can u suggest a site??
