How do I handle my welfare mother neighbor????

I live in a middle cl neighborhood. We used to have decent neighbors until they decided to move into a newer/bigger home. They sold the house to a guy, who in turn moved in his welfare mother girlfriend and their two children. She actually used to be one of the recipients on my caseload while I was a caseworker for public itance. She is the laziest, worst parent in the world. She hits her children on the back of the head when they misbehave, she swears at them and calls them horrible names, they inturn swear, using the "f "word, etc. I have tried talking to her about getting parenting cles, I've reported her to DCFS and so have other neighbors, but she tells them all is well and they go away. The children come outside with things like sharp scissors, they play by the road, etc. She sits and watches tv all day and smokes cigs and pot. We want to move and are saving up, but it will be atleast 6 months before we have enough saved. What to do until then?
