Should there be requirements for people that immigrate to North America in regards to learning English?

Just wanted some opinions. My friend and I were discussing this and I think there should be...she doesn't. I think that it should be a requirement for immigrants to have basic mastery of the English language within a year of coming here. I just think that it makes it easier for everybody. Of course I think that it's good for Americans to know other languages(and I think we should show a little more interest in other cultures) but I just think that it's ridiculous for people that have been here for 10 and 15 years to not have a an advanced comprehension of the English language(yes, I do know of someone like this). Communication is something that is very important in my opinion and I think that being able to communicate with the people in a new country is essential.
